As Finance Minister P Chidambaram presents his fifth Union Budget – two were presented by him during the United Front government of 1996, and three since the United Progressive Alliance government came to power in 2004 – all eyes will be on the message from the Budget.

Will it be another Dream Budget, that will drive growth?

Or, will it focus on containing the fiscal deficit, that bugbear of successive finance ministers?

Will Chidambaram’s Budget succeed in addressing the concerns of various interest groups – and thus fall between many stools? Or will it have one grand theme, that will set it apart from the succession of Budgets?

Whatever be its nature or direction, the Union Budget is a time when expectations – both personal and collective -- are at their highest. Naturally, the Budget proposals invite a flood of comment – expert, not-so-expert and others.
