Jolted by Calcutta High Court's ex-parte order staying implementation of OBC reservation in IIM-C, the Centre is contemplating filing of caveats before various high courts in order to ensure smooth implementation of 27 per cent quota in elite educational institutions.

The human resources development ministry is writing to the law ministry to instruct Standing Counsels to file caveats in respective high courts so that before admission of any further petition by a court, the Centre is heard, sources in HRD ministry said.

The moves comes in the wake of the Supreme Court issuing notices to all those opposing ministry's order for implementing OBC quota on the Centre's petition seeking transfer of matters pending in high courts of Delhi, Kolkata and Mumbai.

Solicitor General G E Vahanvati who appeared on behalf of the Centre before the apex court, Friday referred to the earlier order of the apex court with regard to the Mandal Commission report.

The order had said that no writ petition or application for interim relief would be heard by the High Court challenging the Mandal Commission report.
