Most of the public vehicles are captured by the police and forced to run for them free. Even the fuel money is not paid. See dum (force) there? Most of the taxis and tempos chose to stay off the road for a few days. "We are ready to forego our daily tourist business. But we won't give our vehicles for the cops for nothing," one cabbie said.
