The Border Roads Organisation, which is responsible for the maintenance of the Srinagar-Leh highway, opened the road this year a fortnight ahead of schedule, despite heavy snowfall in the last week of March.
The 116-km stretch between road between Gagangir and Machoi was buried under 40 to 60 feet of snow.
The highway will remain open for the next six months.
The Centre has sought a report from the Jammu and Kashmir government to make the Srinagar-Leh highway an all-weather road.
The state government and other agencies concerned have been asked to submit a detailed project report for construction of the tunnel and the upgradation of the highway, Kashmir Social Welfare Minister Haji Nissar Ali, who represents the Kargil assembly constituency, told PTI.
