Four-year-old Manjunath was bitten to death by stray dogs while he was playing with his friends near his residence in Bangalore. The authorities in the city reacted by ordering that diseased and aggressive be rounded up.

Manjunath's death has brought to light a problem that almost all urban areas across the country face -- that of stray dogs.

With no regulations in place, the population of stray dogs has shot up right under the nose of municipal authorities.

Delhi is believed to have about 2.5 lakh stray dogs roaming on its streets while Mumbai reportedly has more than two lakh stray dogs and Bangalore about 70,000.

In Mumbai, the high court barred the killing of stray dogs. Instead, the court asked the authorities and NGOs to sterilise them.
