In a memorandum submitted to the CEC, Jammu and Kashmir Panthers Party chief Bhim Singh said names of dead people or those who had migrated to other places, including Pakistan, since 1988 still figured in the voters' list.
"Syed Salahuddin, who left J&K and is organising terrorist camps in Pakistan, is still a voter in Jammu and Kashmir," Singh said.
"Those who took up the gun and went to Pakistan and are still staying there prominently figure in the voters' list," the memorandum said.
Though it was mandatory to prepare fresh electoral lists after every census, this was not done after the last census in 2001, Singh said.
The memorandum demanded delimitation of constituencies according to the constitution of Jammu and Kashmir.
