Senior Indian Police Service officer (Haryana cadre) R K Sharma hatched the conspiracy to murder Shivani Bhatnagar, a principal correspondent of Indian Express, the Delhi police said on Saturday in a statement before a local court.
The police said this in the remand application of Pradeep, one of the accused in the case, who was arrested on Friday.
Bhatnagar was murdered on January 23, 1999.
A team sent to the officer's residence in Panchkula, Haryana, returned after it could not find him there, the police said.
The police also said that Pradeep confessed to the murder of Bhatnagar with the help of his associates, at the instance of Satya Prakash, a Gurgaon-based property dealer, who is yet to be arrested.
They added that Pradeep stole a camera from the flat of the journalist and passed it on to Satya Prakash after committing the murder.
