Bush for cutting global warming aid to India

US President George W. Bush has proposed a cut in the aid to India and other Third World countries meant to help them combat global warming.

Bush, while asking the Congress for nearly 4 billion dollars to address climate change - roughly the same as last year - proposed reducing assistance to other countries by 41 million dollars from last year's 165 million dollars.

The cuts are to be made from programmes intended to help India, Brazil, Indonesia, Mexico, the Philippines, Poland, Russia, South Africa and Ukraine. In a report to House Speaker Dennis Hastert and Senate President protem Senator Robert C Byrd, Bush has also called for shifting more responsibility to the private industry.

The decision is likely to raise eyebrows, especially as it comes after Bush's rejection of the 1997 Kyoto Protocol. Europeans have been unhappy with Bush's condemnation of the Kyoto agreement, which commits industrialized countries to reduce emissions such as carbon dioxide that are believed to trap heat in the atmosphere, raising its temperature - like a greenhouse.
