Federer, four times winner of the grass tournament in Halle which the Swiss uses as a warm-up for Wimbledon, extended his winning streak on the surface to 58 games.
Federer took full advantage of some inconsistent serving from Kiefer and will play Germany's Philipp Kohlschreiber or James Blake of the United States in Sunday's final.
Five-times Wimbledon champion Federer, heavily defeated by Rafael Nadal in the French Open final last Sunday, skipped the German tournament a year ago after losing at Roland Garros.
