Hewitt struggled in the early going but with the score tied at 3-3, he won seven straight games to take the opening set and take a commanding 4-0 lead in the second.
The Australian advances to meet seventh-seeded Cyril Saulnier of France, who defeated Gilles Elseneer 6-3, 7-6.
Hewitt has not lost a set in his first two matches and has dropped only eight games.
American Andre Agassi is the tournament top seed and he resumes his bid for a sixth title on Thursday.
In other second round action, fourth-seeeded Robby Ginepri rallied for a 4-6, 6-2, 6-1 win over qualifier Harel Levy.
Levy stunned the American with a strong first set, but Ginepri recovered to dominate the final two sets to also secure a spot in the quarter-finals.
Ginepri will face Raemon Slutier, a 7-6, 5-7, 7-6 winner over sixth-seeded Alberto Martin.
