Ragging: SC seeks response from colleges

The Supreme Court on Monday sought a response from the principal and registrar of a Himachal Pradesh medical college, asking them why contempt proceedings should not be initiated against them for the death of Aman Kachroo, who was allegedly killed after being brutally ragged by his seniors.

A bench of justices Arijit Pasayat and Asok Kumar Ganguly also sought a detailed report from the Andhra Pradesh government on the incident in which a girl student of Bapatla Agricultural and Engineering College had attempted suicide after she was allegedly forced to dance nude by seniors.

Kachroo, 19, died on March 8 after he was allegedly beaten up by four of his seniors at the Rajendra Prasad Medical College in Kangra. The accused have been arrested.

The apex court asked the two state governments to file their response within two weeks and posted the matter to March 30. The court passed the directions after Additional Solicitor General and amicus curiae Gopal Subramaniam mentioned the two incidents of ragging before the bench.

He submitted that two incidents indicated that the authorities failed to implement the earlier directions of the apex court to put down ragging incidents with an iron hand.
