Ahead of the Left-United Progressive Alliance  Committee meeting on the Indo-US nuclear deal, the Communist Party of India on Wednesday said it would be a "breach of trust" if the government went ahead with negotiations on India-specific safeguards agreement at the ongoing International Atomic Energy Association meet in Vienna.

"If they (government) start negotiations on the safeguards, then the Left-UPA Committee (on the nuclear deal) becomes meaningless. This will be a breach of trust," party national secretary D Raja said ahead of the committee meeting on Wednesday evening.

The committee was formed to go into the Left parties' concerns on the nuclear deal and the government had agreed that it would not operationalise it till the panel came out with its findings, he said.

If they are starting negotiations as the next step to operationalise the deal, then the situation becomes untenable, he added.

Raja was reacting to reports that Atomic Energy Commission Chairman Anil Kakodkar held discussions with representatives of countries who are part of the Nuclear Suppliers Group (NSG) at IAEA meet in Vienna.

The Left parties have already submitted a note containing their apprehensions over the nuclear accord and the Hyde Act, to which the government has given its response. The exchange of written submissions from both sides is also likely to be discussed in the meeting.
