The assets and liabilities declared by Prime Minister Manmohan Singh on Wednesday in his nomination papers for elections to the Rajya Sabha from Assam will be kept under lock and key till the scrutiny of papers on May 15.

Returning Officer and state Assembly Secretary G P Das told PTI the declarations could not be divulged now.

Whether the assets and liabilities will be made public after May 15 will be decided later according to the rules and regulations for the elections, Das said.

The prime minister filed his papers seeking re-election from Assam for the fourth time in the May 24 polls to the house of elders. His current term expires on June 14.

Accompanied by Chief Minister Tarun Gogoi, his Cabinet colleagues, state Congress president Bhubaneswar Kalita, Union Minister Santosh Mohan Dev, Dr Singh filed his papers as a Congress candidate in the office of the Legislative Assembly secretary.

Polling for another seat held by BJP's Indramoni Bora will also take place on May 24.

The last date for filing nominations is May 14 and the papers will be scrutinised the next day. The last date for withdrawal of candidature is May 17. Counting of votes will be done on May 24.

Dr Singh, an AICC member from Assam and Punjab, began his political career after election to the Rajya Sabha from Assam in 1991. He was inducted as finance minister in the government headed by late prime minister P V Narasimha Rao.

He became the leader of the opposition in the Rajya Sabha when he was elected for a third term in 2001.

Two years later, he became prime minister after Congress president Sonia Gandhi declined the post.

Dr Singh's permanent address is in Assam and it is a house here that he had rented from late chief minister Hiteswar Saikia in 1991.

Prior to filing his nomination papers, Dr Singh visited house no. 3989 located at Nandan Nagar, Ward no. 51, Sarumataria in Dispur.

On his arrival, Dr Singh was received by his late landlord's son D Saikia. He spent a few minutes in the house and sipped coconut water.

Dr Singh then went to the portion of the building he had taken on rent for about Rs 700 a month, an amount he continues to pay even now, Saikia said.

He looked around, particularly at his books which he found in the same place he had left them when he last visited the house, Saikia said.

The prime minister talked with officials accompanying him in his simple drawing room and then went into his bedroom for a short while to "look at his books and belongings," Saikia quoted him as saying.

He waved at his neighbours and all those who gathered to look at the distinguished visitor.
