The Central inquiry committee probing the serial killings in Nithari on Wednesday submitted its report, severely indicting the Uttar Pradesh police for 'gross negligence' in handling the cases of missing persons.

The committee said the local administration had failed to handle the cases of missing persons with due seriousness and has not ruled out organ trade as a possible motive behind the killings, which has evoked nationwide outrage.

The committee, headed by Joint Secretary in the Ministry of Women and Child Development, Manjula Krishnan, favoured widening the ambit of the Central Bureau of Investigation probe to include cases of all such missing persons, sources said.

The report will now be given to the CBI to aid the investigating agency in its probe into the killings.

The four-member committee recommended that a DIG rank official should be deputed in all the states to handle such cases. It committee also recommended setting-up of counselling centres in Nithri to help the traumatised families of the victims.
