The Centre has taken serious view of the lapses by Andhra Pradesh Police by not taking necessary precautionary measures despite an intelligence input about a terror attack in the state ahead of the blasts in Hyderabad last week.
Official sources said the Union Home Ministry, after analysing the chain of events, has sought a report from the Andhra Pradesh Police about the action taken by it on an intelligence input that militants were planning to plant bombs in the state capital.
While Andhra Pradesh police claimed the intelligence input was not actionable, the sources said some telephone numbers had also been provided to the state police besides names of some people who needed to be questioned or detained.
Senior Home Ministry officials had raised questions about the lapse and the matter is likely to be taken up at other levels with the state government, the sources said.
The sources said the input was based completely on Technological Intelligence (TECHINT) with some corroboration by a few police informers.
About the explosive material used in the blasts, it comprised 90 per cent Ammonium Nitrate and 10 per cent emulsifier, which holds the explosive material tight.
In a related development, the Centre is looking into the possibility of controlling the sale of Ammonium Nitrate and take strict measures to prevent its pilferage.
The government may take a decision to this effect soon, which will be based on the same lines of banning the sale of Nitro Glycerin based explosives in 2003, they said.
