The Apex Court made it clear that the Centre was 'first trying to play the game and then framing the rules.'
The two-judge bench gave the order after Solicitor General G E Vahanvati made a forceful plea for vacating the stay while arguing that the Apex Court had no power to pass any final order on the subject.
