Addressing a meeting called "Jihad Paigham" in Timergarah in Lower Dir in North West Frontier Province, Hizb leaders said that jihad is the only means to "liberate" Kashmir from India.
"They accused the government of betraying the Kashmiri freedom fighters," Dawn newspaper said in a report.
The report did not name the leader but said it was addressed by the "supreme commander" of the organisation, a title with which Hizb Chief Sayed Salauddin was referred to by the outfit.
Salahuddin had earlier criticised Musharraf's policies saying that due to his policy the cause of Kashmir had suffered a setback.
