A few days after seven blasts on Mumbai's suburban trains killed about 200 people, the telecom department directed all the 150 operational Internet Service Providers to block 18 Web sites, citing an increase in hate messages on the Internet.
Terror groups, the government said, could use these Web sites to communicate and spread provocative messages.
