Buta Singh admits to differences with Bihar chief secretary

A day after Bihar Chief Secretary G S Kang went on indefinite leave, Bihar Governor Buta Singh admitted to differences with Kang over the recent posting of 17 IPS officers, including Siwan Superintendent of Police Ratn Sanjay.

Singh on Saturday said his decision on the reshuffle was "final" and that there would be no "rethink" on it. "It is unfortunate that Kang has gone one leave. But there is no crisis, the administrative machinery is functioning as usual." Singh told newspersons here.

Admitting to differences with Kang over the transfers, Singh said the reshuffle was made keeping in mind "administrative exigencies".

Sources said Kang was perturbed over the manner in which the established norms of executive business had been bypassed in effecting the transfers late on Thursday night.

Kang was appointed chief secretary by Singh only last month. But sources said Kang developed differences on various issues and was unhappy with Singh's style of functioning.

Singh denied the opposition charge that he had effected the transfers under pressure from constituents of the United Progressive Alliance at the Centre.
