The $419 billion defence budget proposed by President George W Bush for the fiscal 2006 emphasises that the United States' aim in the war on terror is to eliminate sanctuaries for terrorism and capture Al Qaeda leaders.

The defence department is fighting the war by working with allies to isolate and eliminate terrorist cells and support emerging democracies, the plan presented to Congress on Tuesday said.

It makes it clear that in 2005, the US expects to maintain "substantial force levels" in Iraq to ensure security and help the Iraqi government defeat the insurgency.

The country also expects to maintain a significant force in Afghanistan.

The 2006 budget and the 2005 supplemental, fund a wide variety of unmanned vehicles; the continued development of a re-configurable warship that can be effective in multiple missions; the realignment of army units to make them more flexible and more easily deployable.

The defence department continues to make major investments in the development and procurement of unmanned ground vehicles, unmanned underwater vehicles, unmanned aerial vehicles and unmanned combat vehicles, it said, adding $1.7 billion are to be allocated for unmanned vehicles.
