The government Wednesday admitted intelligence failure regarding the October 29 serial blasts in Delhi and said the conspiracy for the blasts was hatched by a foreign based terrorist organisation.
There were no specific intelligence inputs about the blasts, Minister of State for Home S Reghupathy said in a written reply in the Rajya Sabha Wednesday.
The Delhi police was now placing special emphasis on collection of intelligence, said the minister.
A foreign-based terrorist organisation was behind the blasts, he said adding, that further investigation into the case was in progress.
The minister said the problems of cross border terrorism and external linkages of terrorist groups have been taken up in talks with Pakistani authorities.
The government had taken several measures to curb terrorist activities including strengthening of border management to check infiltration, galvanising the intelligence machinery, ensuring improved technology, weaponry and equipment for security forces both at the Centre and in states, he said.
Besides, steps have also been taken to achieve bilateral/multilateral cooperation to deal with the problem, which has acquired global dimensions, he said.
The October 29 serial blasts had killed over 60 people and left over 200 injured.
