Dubey, a manager of the project, was gunned down in Gaya on November 27. Investigating, The Indian Express found that he had written to the PMO about wrongdoings in the prime minister's pet project.
The court also issued notice on the issue of enacting a 'whistleblower' act to bring in accountability into government projects.
