India, Pakistan heading towards war: Bhutto

Warning that India and Pakistan were moving towards war, former Pakistan prime minister Benazir Bhutto said the international community would be committing a mistake by assuming that President Pervez Musharraf -- a dictator -- could ease the tension.

"The smell of war is in the air. Like helpless actors... India and Pakistan are inexorably moving in the direction of a deadly conflict," she said in a speech in New York on Tuesday.

She, however, said, "It was a critical error by the international community to conclude that a military dictator could defuse tension between India and Pakistan."

"History has taught us the very hard lesson that when the world turns against democracy, it turns against itself. That is why it is critical that in the war against terrorism, we keep sight of democratic values."

"A new treaty is needed to manage the conflict and prevent the recurrent tensions with their threat of nuclear annihilation," Bhutto said.

"But President Pervez Musharraf lacks the mandate to negotiate with New Delhi as any treaty he signs can be dismissed as by an illegitimate ruler," a release quoted her as saying.
