"War is not ruled out but the decision has to be taken by the government. The government has to take some strong action to deal with terrorism," he said in New Delhi.
Malhotra took strong exception to the continued encouragement by Pakistan to terrorist activities in the country.
He said the United States appeared to be having double standard in dealing with terrorism. On the one hand it talked about a global fight against the menace while on the other it was not taking any step to stop Pakistan from encouraging cross-border terrorism.
The spokesman said the US had assured India that it would help in getting the 20 criminals and terrorists wanted by it from Pakistan after dealing with the terrorist menace in Afghanistan. "But, they have done nothing so far on this issue."
