Without directly mentioning US Assistant Secretary of State for South Asia Christina Rocca's visit to New Delhi, a Pakistan foreign office statement said that acts of violence resulting in civilian casualties in Kashmir and other parts of India continue to coincide with high-level visits to the region.
Rocca is scheduled to visit Islamabad on Wednesday.
"The Government of Pakistan strongly condemns the death of a number of civilians in an armed attack near Jammu reportedly carried out by three persons wearing army uniforms," the statement said.
"Acts of violence resulting in civilian casualties in Kashmir continue to coincide with high-level visits to the region," it said.
"Such incidents warrant an impartial and comprehensive inquiry to unmask the motives of their perpetrators," it added.
In Britain, Foreign Secretary Jack Straw said in a statement: "I wholly condemn this appalling outrage and express my condolences to the relatives of those killed and to those injured."
"Terrorism of this kind does nothing to advance the cause in whose name it is conducted," he said.
"I hope that all countries in the region condemn this act unreservedly," he added.
