The Delhi high court on Thursday directed the Centre to implement the controversial conditional access system in the three metros -- Delhi, Kolkata and Mumbai -- before December 31 this year.
A division Bench headed by acting Chief Justice Vijinder Jain and Justice Kailash Gambhir asked the Centre to issue a notification within a week and granted 22 weeks' time to the ministry of information and broadcastang to implement the scheme.
