Even though I invested Rs 70,000 in the Public Provident Fund, my employer deducted Rs 24,000 towards tax for the year 2004-2005.
The reason he gave was that I don't have the PAN card.
Once I get the PAN, can I claim/submit the proof for the same and get the tax refund of the tax?

There are two scenarios here. Let's look at both.
1. You have not yet filed a return
If you have not filed your returns for the current financial year, you would need to do it at the earliest.
Independently claim the refund from the income tax department.
Before you file your return, ensure that you make an application for the PAN.
You could visit the official Web sites of the Income Tax department or UTI Investor Services Ltd or National Securities Depository Limited.
Download the PAN application (Form 49A) from any of these sites.
Attach the acknowledgement of the application along with your return.
2. You have already filed a return
In case you have filed your return for the current year and have failed to claim the deduction in the return, then you would need to rush with the revised return claiming such eligible investments like PPF.
Ensure that you attach the photocopy of such investments along with the revised returns.
I applied and got a PAN card when I was in Chandigarh. Now, I have shifted to Delhi.
Do I need to do some sort of a PAN card transfer or I can just go ahead and file my returns in Delhi?

As per Section 139A, certain changes need to be brought to the attention of the authorities.This would include any change in your address, name or the nature of your business on which the PAN was initially allotted.
Inform the nearest IT PAN Service Center or TIN Facilitation Center for the required correction to be made in the PAN database of the Income Tax Department.
For this, a request is to be made in a form entitled 'Request For New PAN Card Or/ And Changes In PAN Data'.
