In a move that could lead to a deadlock in Bihar, Ramvilas Paswan, whose Lok Janshakti Party has 28 members in the hung assembly, on Monday wrote to Governor Buta Singh informing him that he would not be a part of any exercise by the Rashtriya Janata Dal or the Bharatiya Janata Party to form government.

He also said that imposition of President's rule should be the "last option" and that he would explore ways for installation of a government sans the RJD and BJP

This signals the possibility of an alliance with the Janata Dal-United if the latter breaks away from the BJP.

"President's rule should be considered as the last option in case of failure of any combination to cobble together a majority to form the next government," Paswan said.

On the possibility of the JD-U coming together with the LJP, Congress and independents, Paswan said, "It is for the JD-U to take the initiative."

"The relations between the JD-U and Congress are not normal. The JD-U will have to first part company with the BJP," Paswan said.
