Bihar Governor Buta Singh on Monday said he will take a decision "without bias" in inviting a party or a combine to form the new government.
''I will abide by the Constitution," Singh said.
The National Democratic Alliance has emerged as the largest pre-poll combine with 92 seats in Bihar, while the Rashtriya Janata Dal, with 75 seats, is the largest party.
Both NDA and RJD have staked claim to form the next government.
The Ramvilas Paswan-led Lok Janshakti Party, which has won a crucial chunk of 29 seats, has written to the governor making it clear that it will not support any combine either led by RJD or BJP.
