An estimated 10 per cent of the 1.27 crore voters cast their ballots in the first two hours in Orissa on Monday.
Elections are being held in 10 Lok Sabha and 70 assembly constituencies in the state.
Sources said that over 11 per cent voters had exercised their franchise in Balasore till 9am while over 10 per cent polling was recorded in Mayurbhanj and Nayagarh.
In some districts, long queues could be seen in front of many booths.
Polling, however, began on a dull note in Bhubaneswar.
No untoward incident was reported from anywhere, the sources said.
An estimated 65 per cent polling was recorded in the first phase when elections were held for 11 Lok Sabha and 77 assembly seats on April 20.
